Counteroffer extended for pass project

County would partner to pave Cottonwood, but at lower cost
By Alan Wartes.

In a last-ditch effort to keep the possibility of paving Cottonwood Pass alive, Gunnison County Commissioners have decided to make the Federal Highway Administration (FHA) a counteroffer that would significantly lower the cost of the project for local taxpayers — and bring the required match for the county more in line with what local governments in other Western states are paying. “At this point we have two choices,” said Commissioner Paula Swenson. “We can simply say ‘no’ again or we can say ‘no, but here’s what we could afford.’
