Numerous cuts in recent years result of ‘negative factor’

The devil was in the details. Following the passage by Colorado voters of a constitutional amendment seeking to boost K-12 funding, attorneys with the Office for Legislative Legal Services (OLLS) offered their interpretation of what the measure actually meant. Amendment 23 was passed in 2000. The law required that the state increase its investment in education annually by at least the rate of inflation.
