Call it what you like. Some would argue that a special authority relying on tax-increment financing to fund infrastructure in the Gunnison Rising annexation is a prime example of development not paying its way. Others would claim that the modest subsidy could provide a kickstart for development — bringing with it new commerce, jobs and tax revenue. Such an approach to commercial development on the east end of the city may spur other parts of the Gunnison Rising annexation — such as residential development — to begin taking shape.
