What’s the cause of high-cost housing?

The phrase “you could not make this stuff up” came to my mind when I read the current debates that are roiling Gunnison County. On the one hand, we are told that housing is “unaffordable,” based on a recent study anticipating a shortage of nearly 1,000 dwellings by 2020. Proposals for tax increases to fund the building of aff ordable units are being made, with the confident assertion that this will help solve the “problem.”
